Spain's consumer law treats a clause sending a consumer to a court other than their own as unfair (Royal Legislative Decree 1/2007), and courts have been strict about car-hire fuel and damage practices. This version is written to stay inside those rules.

What the Spain version covers

Fines. The owner must identify the driver when the DGT or a city asks; the agreement says you will name the renter, so fines and points go to them.

Licences. EU and EEA licences are valid; other visitors can drive for up to six months. A B licence held over three years also covers 125 cc motorbikes in Spain.

Language. English beside Spanish; in regions with a co-official language the renter can ask for a copy in it (for example under the Catalan Consumer Code).

Cities. Low-emission zones in Madrid, Barcelona and others restrict access by DGT label; fines for entering are the renter's.

Every EU version also follows EU consumer law: prices shown with every compulsory charge included, damage charged only at its evidenced cost and never above the excess when a damage waiver applies, no keeping the whole deposit as a penalty, and the 14-day withdrawal right not applying to car rental for set dates. Fines and renter details follow the GDPR, and the renter signs on paper or electronically, both valid under eIDAS.
