Portugal regulates rent-a-car contracts directly. Decree-Law 181/2012 requires a written contract with a Portuguese copy, lists what it must contain (including roadside assistance details), bans refuelling fees and charges not listed in the contract except tolls, and says which documents must be handed over. This version follows it.

What the Portugal version covers

Fuel. Missing fuel is charged only at its actual cost; a later amendment confirmed the charge must be proportional to the refuelling cost actually incurred.

Tolls. Several former SCUT motorways became toll-free in 2025; others are still electronic-only and are charged at cost through Via Verde or the plate.

Documents. The documento único automóvel, insurance proof and a copy of the agreement stay in the car.

Before you start. Licensed operators must send their standard contract to the AMT before using it, and keep a Livro de Reclamações.

Every EU version also follows EU consumer law: prices shown with every compulsory charge included, damage charged only at its evidenced cost and never above the excess when a damage waiver applies, no keeping the whole deposit as a penalty, and the 14-day withdrawal right not applying to car rental for set dates. Fines and renter details follow the GDPR, and the renter signs on paper or electronically, both valid under eIDAS.
