Free bilingual scooter and car rental agreement for Bali shops: IDP checks, helmets, theft, deposits, Nyepi, and Nusa Penida, Lombok and Gili trips.
Bali's scooter rental trade is mostly small shops and individual owners renting a few Honda Scoopys and Yamaha NMAXs to tourists in Canggu, Seminyak, Ubud and Uluwatu, often delivered to a villa with a WhatsApp message and no paperwork at all. A basic scooter typically rents for around Rp 60,000 to 100,000 a day, with monthly rates from about Rp 1.2 million. At those prices one stolen bike can wipe out months of profit, and a written agreement is what lets you recover it.
This is our free English–Indonesian agreement (Indonesian prevails) with Bali's issues built in.
Bali police run regular traffic operations around tourist areas. In one three-day operation in May 2025 covering Canggu, Uluwatu, Kuta and Seminyak, 81 drivers were cited, 30 of them tourists, and 56 vehicles seized. In November 2025, at the launch of Operation Zebra Agung, the provincial traffic director advised foreigners without riding skills not to ride motorbikes themselves.
The Bali provincial circular SE 7/2025 tells foreign tourists to carry an international or Indonesian licence and wear helmets. The agreement makes the renter confirm they hold a licence for the vehicle class and an IDP where needed, and lets you refuse handover if they can't show one. A car licence does not cover a scooter.
The often-reported 2023 plan to ban tourists from renting motorbikes was never put into force, so the agreement treats licensed foreign renters as normal customers.
Helmets are where most tourists get stopped. After one 2023 weekend operation, police said most of the 147 tickets were for no helmet or fake plates, and asked shops to supply SNI helmets and explain the rules at handover. The agreement records two SNI helmets handed over, limits the bike to one passenger, and puts the duty to wear a fastened helmet on the renter.
Motorbike theft (curanmor) is reported regularly in Bali, for example nine suspects arrested by Gianyar police. The agreement makes the renter lock the bike and never leave the key in or on it, report a theft to the police at once and give you the report, and pay the vehicle's value when it was stolen unlocked, with the key, or outside the permitted area. Lost keys, helmets, STNK and plates are charged at replacement cost.
Deposits in Bali vary: cash, a credit card hold, or a document. Many shops still hold the passport. Don't: foreigners must be able to show it to immigration officers on request under the Immigration Law. The agreement records a cash or card deposit instead and lets you keep a photo of the passport. Our deposit guide suggests amounts.
If you're a foreigner running a rental in Bali, read this part twice. In February 2025 Denpasar immigration detained a British national for running a motorbike rental in Nusa Penida on a visit permit and moved to deport him. Officials have also said that even delivering and collecting rental bikes counts as work for a foreigner without the right permit. In October 2026 the provincial licensing agency estimated 400 to 500 foreign-capital bike rentals, with no more than five properly licensed, and named nominee shareholders and virtual offices as schemes it is checking. New foreign-capital bike rental companies haven't been registered since July 2026.
An agreement can't fix your status. It does show the business name and registration on every contract, so make sure those are real and match your permits.
A RoRo ferry from Padangbai serves Nusa Penida, and the Padangbai–Lembar ferry carries motorbikes to Lombok. The Gili islands ban fossil-fuel vehicles by local ordinance, so a scooter can't go there at all.
The permitted-area clause lets you name the area (for example "Bali mainland only"). Crossing by ferry to Lombok, Nusa Penida or Java needs your written permission first, the renter pays ferry fees, delays and recovery costs, and insurance doesn't cover the vehicle outside the area.
On Nyepi, the Day of Silence, roads are closed. The Bali clause bans riding that day, charged as normal unless agreed otherwise.
