Free Thai–English rental contract for Phuket scooter and car shops: licence checks, helmets, deposits, the bridge to Phang Nga. Word and PDF.
Phuket is one of the most policed rental markets in Thailand. Scooters fill Patong, Kata and Karon, cars go out from shops and villa companies across the island, and police checkpoints regularly look at who is riding a rental bike. An agreement that shows you checked the renter's licence and explained the rules is worth having when an officer, an insurer or an unhappy renter asks.
This free agreement is in Thai beside English and follows the national standard contract for car and motorbike rental. The form on this page is already set to Thailand; add your shop's details and download it as Word or PDF.
Phuket police treat unlicensed riding as the island's most common traffic offence. For Songkran 2026 they said every station must run at least two checkpoints and that rental vehicles ridden by unlicensed drivers would face maximum penalties for both the rider and the owner (The Phuket News, April 2026). In an earlier Patong operation, police impounded 15 rental motorbikes because the shops had rented them to people without valid licences, and the Phuket Land Transport Office chief said shops must check licences and refuse renters who don't have the right one; the fine for renting to an unlicensed rider was ฿2,000 (The Phuket News, 2023).
The agreement records each driver's licence and IDP number, says a car licence doesn't cover a motorbike, and lets you refuse handover until a valid licence is shown.
Rider and passenger must both wear a helmet. Phuket police list helmets among their top priorities, with fines of up to ฿2,000 per offence (same April 2026 report). The agreement repeats the rule for the renter, and helmets are listed with the accessories, so a lost one is charged at its actual replacement cost.
A renter leaves Phuket by road over the bridges at Tha Chatchai, which cross to Phang Nga province (Sarasin Bridge, Wikipedia). Day trips to Khao Lak, Phang Nga Bay or Krabi are popular, and they put far more kilometres on a scooter than a week around Kata. Write "Phuket island only" in the permitted area, or name the provinces you allow. Taking the vehicle further then needs your written permission, insurance outside the permitted area isn't assumed, and you can add a mileage allowance if you want one.
Phuket shops commonly take around ฿3,000 cash for a 125cc scooter and more for bigger bikes, and some still ask for an original passport, which renters are advised to refuse (Phuket 101). Under the 2025 rules you refund the deposit on the day of return (cash or transfer) and deduct only for damage you point out at the return check, with photos or a garage quote. The agreement says you won't hold an original passport. See how much deposit to charge for amounts by vehicle.
If you deliver to hotels, villas or the airport, enter the delivery and return place in the booking details. The standard form expects the place of delivery and return to be stated, and late-return charges run from the time and place you agreed.
Phuket police said their "Phuket Eye" CCTV network of more than 500 cameras was due to go live in April 2026 (same report). Camera tickets go to the registered owner by post. The agreement lets you pass the renter's details to the police and claim only the amount you actually paid, with the ticket.
Rental cars should be registered as rental cars (รย.11, green plate) at the office where you rent them out: in Phuket, the Phuket Provincial Land Transport Office on Rattanakosin 200 Pi Road, Talat Nuea (address and phone). The car form asks you to confirm this, and the insurance that goes with it. Scooters have no separate rental category. Read green, yellow or white plate before you add cars to the fleet.
For other provinces, start from the main free bilingual rental agreement.
RoveHQ fills in this agreement from each booking automatically, including the delivery place. The renter signs it on their phone, and their passport and licence details are read from a photo, so the licence check is on record before the keys change hands. Start free with RoveHQ.
