Free English–Lao rental agreement for motorbike and car shops in Laos: Civil Code 55/NA, 1949 IDP, helmets, compulsory insurance, no passport deposits.
Most rental shops in Laos are small motorbike businesses in Vientiane, Vang Vieng, Luang Prabang, Pakse and Thakhek, renting to backpackers doing the northern or southern loops. A lot of them still take the passport and hand over the keys with no written terms. Foreign governments now tell their travellers not to do that, and the Australian government warns of motorbike hire disputes over existing damage. A bilingual agreement with a proper handover check protects you from both.
Our free agreement for Laos is written for small car and motorbike rental businesses, in English with a full Lao translation. Laos is preset in the form.
Contract law. Many templates still cite the Law on Contract and Tort of 2008. It was replaced by the Civil Code No. 55/NA, adopted in December 2018 and in force since 26 May 2020, which now governs contracts. The agreement refers to the Civil Code.
Language. Article 110 of the Constitution makes Lao the official language, and authorities and courts work from Lao text. So the Lao version prevails, and the renter can ask you to explain any part before signing.
Licences and IDP. Laos is party to the 1949 Geneva Convention on Road Traffic, and the UK government advises that visiting drivers need a 1949-type IDP plus their national licence. The clause asks for exactly that from anyone without a Lao licence. A car licence does not cover a motorbike.
Police checks. Police may stop vehicles and ask for ID. A Laos-only clause makes every driver carry their licence, IDP and passport or ID (or a copy where the police accept one). The Lao News Agency reported in 2026 that drivers must also carry registration, inspection, road tax and insurance papers; the agreement has you hand those over with the vehicle.
Helmets and seatbelts. Riders and passengers must wear helmets, and car occupants must wear seatbelts. The Law on Land Traffic requires belts for the driver and front passenger and suitable seats for children who can't use a normal belt.
Registration and insurance. All land vehicles must be registered under the Land Transport Law No. 04/NA, and motor vehicles are on the compulsory third-party insurance list in the amended Law on Insurance. That cover has limits that may be low, and it never covers the rented vehicle. The UK government also notes that drivers may have to pay compensation even when not at fault. The accident clause tells the renter to stay at the scene, call you and not agree to pay without you.
Passports and ID. The US State Department says never give a passport as collateral. We found no Lao statute that expressly bans holding one, so the clause is simply a policy: you won't keep the original passport or ID card, and you take a photo.
Personal data. The Law on Electronic Data Protection No. 25/NA gives data subjects access, correction and deletion rights and needs consent to send data abroad. The data clause follows that.
Traffic fines. We couldn't confirm a national camera-fine system in Laos. The agreement still lets you pass any fine that reaches you to the renter, where the law allows, and hold part of the deposit for up to 30 days.
Borders. The vehicle must not leave Laos. Crossing into Thailand, Vietnam or China needs permits, customs papers and separate cross-border insurance that a rental doesn't include.
Laos is preset. Add your shop, vehicle, rates, deposit and permitted area, leave anything blank to write in, and download Word or PDF. Other countries are on the main free rental agreement page. This is general information from public sources, not legal advice.
RoveHQ fills in the agreement from each booking automatically, the renter signs on their phone, and passport and licence details are read from a photo, so you never need to keep the passport. Start free.
